Transmission Planning Studies Transmission Services develops plans and options for network transmission, interconnections, and control and data systems to meet service requests. Copies of completed transmission studies are available by request. In April, 2008, BPA-TS conducted a Network Open Season. Customers executed Precedent Transmission Service Agreements (PTSA''s) requesting a total of 6,410 MW of transmission service. BPA-TS had sufficient Available Transfer Capability (ATC) to grant 1,782 MW of those requests. In order to grant the remaining 4,628 MW of transmission service, BPA-TS conducted a Cluster Study (Study). The Study identifies how the requests were grouped into study areas and the methodology used to study impact of the requests. The Study assessed the impacts of the requested service and determined the system reinforcements necessary to grant the remaining requested service. Lastly the Study estimated the cost of the proposed reinforcements and the earliest estimated in-service date.
