Congestion Management
This page provides information about BPA's congestion management activities.
BPA has been working with stakeholders in the region to address congestion on the transmission grid since the summer of 2005. This issue came into focus as a result of a sharp increase in instances when the grid was operating outside of industry standards for safety and reliability.
Based on stakeholder input, the Congestion Management Team developed and made available for use the first Reliability Redispatch tool in summer of 2007. The Curtailment Calculator Prototype tool became available in the summer of 2008. These tools enable Dispatch to accept voluntary redispatch bids by participating customers and/or to curtail in-hour non-firm tags on all internal network flowgates.
The Team will continue to explore ways to improve the flow forecast data to more accurately predict future schedules which in turn could perfect existing tools and help with wind integration and ATC efforts.
