Transmission Business Policy Environmental Impact Statement On Dec. 22, 2003, the Bonneville Power Administration (BPA) issued a Notice of Intent to prepare an Transmission Business Polciy Environmental Impact Statement (EIS) on its proposed adoption of a comprehensive business policy for its transmission business activities. The notice invited the public to participate in public scoping and comment period, including public meetings held throughout the Northwest. The official scoping period ended on March 31, 2004. Based on review of comments received and on further analysis, BPA has determined it would be more cost effective and efficient to end further work on a TBL Business Policy EIS, and to instead perform a Supplement Analysis of the 1995 BPA Business Plan EIS.
