Transmission Services Studies Non-Wires Solutions
Transmission Services has identified 20 groups of projects to address regional transmission reliability problems and heavily congested paths. A Technical Review team made up of experts from NW utilities was set up to review Transmission Services's plans for transmission infrastructure and ensure that Transmission Services designs programs and prioritizes projects in the most effective way. In its first report, released in September 2001, the team said, "There is a compelling and immediate need to upgrade portions of the Northwest bulk transmission grid."
Transmission Services commissioned the firm, Energy and Environmental Economics, along with consultants Tom Foley and Eric Hirst, to recommend enhancements to the planning process and to suggest which of the projects might be candidates for further analysis to determine if non-wires initiatives could provide reliable and cost-effective solutions. Recommendations were outlined in a report titled Expansion of BPA Transmission Planning Capabilities: A Report on Non-Transmission Alternatives, which was released in November 2001.

Non-Wires Solutions Round Table Formed
Before proceeding with the construction of transmission projects, Transmission Services wants to ensure it is providing the most cost-effective solution to the region's transmission problems from an engineering, economic and environmental standpoint.
To further these efforts, Transmission Services has created a new Non-Wires Solution Round Table of 18 Northwest leaders to work with the agency on alternatives to building lines and other facilities where transmission system improvements are needed. The roundtable will help Transmission Services determine whether non-wires solutions can be employed as viable alternatives to transmission expansion. Non-wires solutions may include pricing strategies, demand reducing strategies, and strategic placement of generators.
