Windy Point Interconnection


Windy Point Partners has submitted a generation interconnection request to interconnect up to 250 megawatts of power from the Goodnoe Hills and Columbia Hills areas in Klickitat County into the Federal Columbia River Transmission System (FCRTS).

Interconnection would occur at BPA’s new 500/230-kilovolt (kV) Rock Creek substation. This new substation is being built to interconnect the Goodnoe Hills and White Creek wind projects into the FCRTS and will be located in the Goodnoe Hills area, off Hoctor Road in Klickitat County, Wash. Windy Point Partners will be building two collector substations, Energizer and Willis. Klickitat PUD will be building a 230-kV line to interconnect the collector substations to Rock Creek.

Schedule


A tiered Record of Decision (ROD) was prepared and signed by BPA Administrator Steve Wright on Nov. 29, 2006. The Wind Project would be interconnected at BPA's Rock Creek Substation (now under construction for Windtricity Ventures, Inc., and White Creek LLC) along BPA's Wautoma-John Day No.1 500 kilovolt transmission line. This decision is consistent with and tiered to BPA's Business Plan Environmental Impact Statement and the Business Plan Record of Decision (BP ROD, Aug. 15, 1995). Construction of the Rock Creek substation will be completed in September 2007.
