Kittitas Valley


BPA has been asked by Sagebrush Power Partners, LLC (Sagebrush), a wholly-owned subsidiary of Horizon Wind Energy LLC, to interconnect up to 108 megawatts of electricity generated from the proposed Kittitas Valley Wind Project in Kittitas County, Wash. to the Federal Columbia River Transmission System. Sagebrush would independently build, own and operate the wind project and their associated facilities.

Sagebrush is seeking site certification through the State of Washington Energy Facility Site Evaluation Council (EFSEC). After completing a public process and an environmental impact statement, EFSEC recommended approval, and Governor Gregoire approved the siting of the project on September 18, 2007. Petitions for Judicial Review of the Governor's approval and EFSEC's recommendation were filed in Thurston County Superior Court in October 2007, and the case is pending. If the project is approved, BPA proposes to construct a new BPA switchyard beneath its existing Columbia-Covington 230-kilovolt transmission line.

Schedule
BPA will accept public comments on its proposed interconnection through Aug. 25, 2008. The project is in the early stages of environmental review. If BPA determines that the decision to interconnect this project is consistent with BPA’s Business Plan Environmental Impact Statement (EIS) and if the environmental impacts are not significantly different than those in the BPA EIS, BPA will prepare a Record of Decision (ROD) tiered to the BPA EIS and its ROD. Construction of BPA’s proposed switchyard and tap could begin in 2008, but would be closely tied to construction of the wind project.
