Cascade Wind Interconnection
BPA has been asked by UPC Oregon Wind, LLC to interconnect up to 50 megawatts of electricity generated from UPC’s proposed Cascade Wind Farm Project in Wasco County, Ore. to the Federal Columbia River Transmission System. UPC would independently build, own and operate the wind project and their associated facilities.
The Oregon Energy Facility Siting Council (EFSC) has siting and approval jurisdiction over the proposed wind project. If UPC’s project is approved, BPA proposes to construct a new switchyard and tap beneath BPA’s existing Hood River-The Dalles 115-kilovolt transmission line.
Schedule
BPA accepted public comments on its proposed interconnection through August 10, 2007. The project is in the early stages of environmental review. BPA’s review process will parallel the Oregon EFSC review of the proposed wind project itself.
If BPA determines that the decision to interconnect this project is consistent with BPA’s Business Plan Environmental Impact Statement (EIS) and if the environmental impacts are not significantly different than those in the BPA EIS, BPA will prepare a Record of Decision (ROD) tiered to the BPA EIS and its ROD. Construction of BPA’s proposed switchyard and tap could begin as early as 2008, but would be closely tied to construction of the wind project.
