Willow Creek Winds Interconnection
Invenergy LLC submitted a generation interconnection request to interconnect up to 180 megawatts of power generated by the proposed Willow Creek Wind Project located in Gilliam and Morrow Counties, Ore. to the Federal Columbia River Transmission System. The project has been reduced to 150 MW with 72 MW being installed later. Interconnection required BPA to expand its existing Boardman substation yard in Morrow County in 2008.
Invenergy built a 115-kilovolt line from their Horn Butte collector substation to a point on an existing 115-kV BPA line, about eight miles long, connecting to Boardman Substation. In 2008, BPA prepared a tiered record of decision to interconnect this project consistent with BPA's Business Plan Environmental Impact Statement (published in June 1995). The project began producing power in 2009.
