Summer Falls - Main Canal
Interconnection Project




BPA is proposing to interconnect 122 megawatts of generation from Summer Falls Click for larger version of image and Main Canal hydropower projects to the federal transmission grid. BPA proposes to construct a new 230-kilovolt substation, called Pinto Ridge, in Grant County Washington and a new communications site, called Banks Lake in Douglas County. The interconnection is being requested by Seattle City Light and Tacoma Power.

Seattle City Light and Tacoma Power have requested that BPA also construct eight miles Click for larger version of image of new 115-kV transmission line between Main Canal and the new Pinto Ridge Substation, one mile of new 115-kV transmission line between Summer Falls and Pinto Ridge, and their new 115-kV substation adjacent to BPA's proposed substation. Seattle City Light and Tacoma Power would own these facilities.

In order to analyze potential environmental impacts from this project, BPA is preparing an Environmental Analysis expected to be released for public comment in winter 2006. BPA is hosting a public meeting from 6-8 p.m. on Aug. 24 at the Coulee City Elementary, multi-purpose room, 410 W. Locust St., Coulee City, Wash. 99115. You may submit comments on the proposed project through Sept. 24, 2006. Field surveys and design work are planned for August and September 2006. Should BPA decide to proceed with this project, substation construction and interconnection would start in spring 2007 and be completed by winter 2008.
