Account Executive Services



BPA’s transmission account executives serve as its customers’ primary point of contact with BPA. AE’s serve as liaisons between customers working on issues relating to transmission business activities.

These activities include establishing, updating, or renewing transmission contracts, participating in BPA Transmission Services rate case proceedings, and explaining changes in business practices or procedures.

Becoming a Transmission Services Customer



An Account Executive will assist a prospective customer through the process necessary to establish a company as a BPA Transmission Services Customer. For information about this process, see Becoming a Transmission Services Customer.

Transmission Services Control Area



BPA Transmission Services works with a variety of customers throughout the northwest region to ensure reliable transmission services for public and private utilities in urban and rural communities.

Standards of Conduct



BPA Transmission Services business practices comply with the Open Access Transmission Tariff. Standards of Conduct guide our compliance with the tariff.

Conducting Business using OASIS



OASIS (Open Access Same Time Information System) is used by customers and sellers to enter, modify, and confirm transmission and ancillary services and to query information. Public utilities are required to use an OASIS system on a non-discriminatory basis.

Business Practices



BPA Transmission Services values our customers and encourages customer comments when developing business practices or offering new products and services.

Setting Rates



Transmission and ancillary service rates are set through a public ratemaking process as required under Section 7(i) of the Northwest Power Act. Get more information about rates and the tariff.

Account Executive Spotlight



Kenneth H. Johnston Kenneth H. Johnston

Ken joined the Transmission Sales group in September 2005 as a Transmission Account Executive.  Ken works with BPA’s customers located in Eastern Washington, as well as with BPA’s wireless customers. 

 

Ken began at BPA as the Tribal Account Executive for the Transmission Business Line. In this capacity he dealt with all transmission issues that affected the 54 tribes in BPA''s service territory including utility formation, rights-of-way renewals, cultural and environmental compliance, and transmission access. In 2007, Ken once again joined the Tribal Affairs program, this time as Acting Tribal Affairs Manager, on a one-year detail assignment.

 

Before coming to BPA, Ken was an attorney for the Columbia River Inter-tribal Fish Commission specializing in issues concerning the electric utility industry. This included working the BPA rate case, the Tribal Energy Vision, and the national Indian Energy bill.

Ken received his bachelor of arts degree from the University of California at Irvine and his Juris Doctorate from Northwestern School of Law at Lewis and Clark College in Portland, Oregon. He is a member of the bar in the State of Oregon.
